The system above provides a new technical resolution for transmission of ETWS message, and provides security guarantee to the transmission of ETWS message by use of security mechanism of CBS itself.

By means of the technical solution, the technical problem in the prior art that electronic devices are mutually incompatible due to the use of different automatic mapping methods is solved.
