The acknowledgment by Soviet leaders, such as Postyshev, Kosior, Balitsky, and Khataevich that the national question was at the base of their war against the Ukrainian intelligentsia and peasantry was convoluted but it is there, nevertheless, for all to study and contemplate. To these documents can be added General Petro Hryhorenko's testi- mony in the documentary film, Harvest of Despair, of how Kosior taught the activists to turn the bony hand of hunger, with which the peasants wanted to choke the Soviet regime, back to the peasants' own throats. The middle and lower soviet and party cadres were less reticent to admit the famine and more explicit in its analysis. The plenipoten- tiary of the Sakhnovshchynskyi Raion Executive Committee (Kharkiv oblast), a commun- ist by the name of Prokopenko, stated before a group of collective farmers: "Starvation in Ukraine was brought about in order to reduce the number of Ukrainians, resettle in their place people from another part of the USSR, and in this way kill all thought of independence." 48 Prokopenko's affirmations on the famine coincide with Lemkin's wider analysis of the Ukrainian atrocities of that period. Both commentators see Stalin's and his regime's intention to destroy the Ukrainian nation in terms of the UN Convention on Genocide and their claims are corroborated by the admissions of Soviet political leaders, themselves implicated in carrying out the genocidal policies.
