Abstract(summary):

We consider a model of nonrelativistic charged matter interacting with a massive Abelian gauge field and a neutral scalar field in (2 + 1)-dimensional space-time. As in the model considered by Jackiw and Pi with a pure Chern-Simons interaction, the model admits classical static self-dual solutions. These solutions are nontopological solitions which may be threaded by a number of vortices. Futhermore, these self-dual classical solutions are zero-energy configurations.
