Abstract(summary):

All the economic activities related to agriculture pivots around the land. Among all factors of production Land is having a vital or can say a very important position for framing policies and taking decisions in agriculture economy. From the viewpoint of social justice and optimum utilization of land, the redistribution of land is land reform. Providing security of tenure, fixation of rent, conferment of ownership, etc. are the aims of land reform. The entire concept of land reforms aims at the abolition of intermediaries and bringing the actual cultivator in direct contact with the state. Land reform is basically for alleviating the poverty of the rural areas. The study is highlighting the point of transfer of land in rural areas. Ceiling of land is one of the scopes of land reforms and the major cause of failure of ceiling is transfer of land. There are many types of transfer of land which are discussed in the present paper. The study has been done in Agra region and data related to buyers and sellers on the basis of their size category, income and community are analyzed in the study. Some points like transfer of land favour some category of farmers, favour specific income group and favour specific community is analyzed. The paper is dealing with some hypothesis test and for testing these hypotheses the statistical tool chi- square is used. Data are presented in tabular form like data related to the buying and selling of land by farmers of different category, buying and selling of land by the farmers of different income groups and buying and selling of land by the farmers of different community. The results which are found in the study cannot be fit universally because on the one hand the study is done on the transfer of rural land and secondly the geographical conditions are differ from place to place or there is disparity in region. The transfer of land is the major problem in the way of land ceiling under land reforms but it is an uncontrollable factor.
